Add Deno setup and integration to application

Introduces Deno binary management, setup dialog, and download/verification logic. Updates localization files for Deno setup messages in all supported languages. Integrates Deno setup checks into main.py and GUI initialization, and adds Deno constants for platform-specific downloads.
