Refactor Windows build workflow for YTSage

Simplifies and modernizes the GitHub Actions workflow for building Windows releases. Updates Python version, streamlines steps for dependency installation, build, FFmpeg bundling, artifact packaging, and release creation. Uses more concise PowerShell scripts and updates action versions for improved maintainability.
