  Carries LLeMbas CLI 1.4.0: harness spec 1.2.0, so the agent's memory, notes and skills are the
  same tools as the server's.

    model the same library tools — memory, note_view, note_manage, skills_list,
    skill_view, skill_manage — whether the agent uses its own library or the server's.
